This is the work that changes how the room feels rather than how it looks, and it is the reason two kitchens of identical size can cost twice as different. Older Chula Vista housing west of Interstate 805 was largely built before open-plan living, so the recurring request there is a wall coming out between the kitchen and the dining or living room. Whether that is a straightforward day or a structural project depends on one thing: whether the wall carries load. A non-bearing partition is framing and finishes. A bearing wall needs a beam sized for the span, posts carried down to something that can take the load, and in this part of California a design that accounts for seismic forces, because the United States Geological Survey places Chula Vista in Seismic Design Category D under ASCE 7-22. That is not a reason to avoid the work; it is the reason the work needs an engineer's drawing and a permit rather than a confident opinion. Islands are the other half of this category. An island with nothing but a worktop is joinery. An island with a sink needs drain and vent runs cut into the slab or the floor framing, and an island with a cooktop needs gas or a dedicated circuit plus a ventilation solution that satisfies the energy code. Deciding which of those you want, early, is what stops the budget moving in week four.
Direction and position give a first indication, since a wall running perpendicular to the ceiling joists is more likely to be carrying them, and a wall stacked directly under another wall on the floor above almost certainly is. Neither is proof. What settles it is somebody looking in the attic or the crawl space at how the framing sits, and on anything ambiguous a structural engineer making the call. Guessing wrong in this direction is the expensive way to find out.
Temporary shoring on both sides to carry the load while the wall comes out, a beam sized for the span, posts at each end carried down to a footing or a properly reinforced point, and hardware connecting all of it. The design comes from an engineer, the permit comes from the city, and an inspection happens before the framing is closed up. It is routine work for a contractor who does it regularly, and it is not work to have done on a handshake.
Structural alteration is not on the exempt list, so yes. Chula Vista Municipal Code 15.06.080 also requires separate plumbing, electrical and mechanical permits where those trades are involved, which a wall removal in a kitchen usually triggers because there are circuits and often plumbing in the wall. Only if the room is big enough for the clearances around it. An island in a kitchen without enough aisle turns a workable galley into an obstacle course, and the usual failure is a dishwasher or oven door that cannot open fully with somebody standing behind it. A peninsula off an existing run often delivers most of the benefit in a room that cannot take a free-standing island. Measuring the aisles on the plan, before the cabinetry is ordered, is what settles the question.
Frequently, and it is one of the most requested changes. The cost driver is what is under the floor. Where the kitchen sits on a raised floor with a crawl space beneath it, running new drain and vent is comparatively straightforward. Where the house is on a concrete slab, which is common across the newer eastern Chula Vista communities, the drain has to be cut into the slab and the slab made good afterwards, and that is a different scope and a different number.
