It also affects delivery and access, since getting cabinetry and appliances into a house up a steep driveway is a real consideration on installation day rather than a theoretical one.

Because the county rather than a city has jurisdiction, the permit process and the fee schedule are the county's, and confirming that at the start rather than assuming a city process saves the kind of delay that is entirely avoidable.
